About PIDCL
Pakistan Infrastructure Development Company Limited (PIDCL) is a State-Owned Enterprise established under the SOE act 2023 & incorporated with SECP as unlisted public company wholly owned by GOP, operating under the administrative control of the Ministry of Housing & Works, Government of Pakistan.
As part of strategic institutional reform initiative by Federal Government, National Construction Limited (NCL) and Pakistan Environmental Planning & Architectural Consultants Limited (PEPAC) have been amalgamated into PIDCL. Now PIDCL is fully positioned to plan, design, & execute large-scale public-sector infrastructure & urban development projects across the country.

Mian Riaz Hussain Pirzada

Mian Riaz Hussain Pirzada is the Federal Minister for Housing & Works, Government of Pakistan, and a seasoned parliamentarian with over three decades of public service. He has served in the National Assembly across multiple terms since 1993 and has held several key federal ministerial portfolios.
As Federal Minister, he leads the Ministry’s efforts to advance housing, urban development, and public infrastructure, with a focus on sustainable growth, institutional strengthening, and improved public service delivery.

Captain (R) Muhammad Mahmood Rai is a senior civil servant with over 30 years of distinguished public service. He has led transformative initiatives across the energy, infrastructure, education, natural resource management, agriculture, and information technology sectors.
Renowned for delivering major public sector projects, driving institutional reforms, strengthening stakeholder partnerships, and promoting investment and inter-agency collaboration, he has consistently demonstrated strategic leadership and effective governance.
In recognition of his outstanding contributions to public service, he was awarded the Tamgha-i-Imtiaz by the Government of Pakistan.

Mr. Waseem Hayat Bajwa
- Chief Executive Officer, PIDCL
Mr. Waseem Hayat Bajwa is a BS-20 officer of the Civil Service of Pakistan with over 30 years of experience in urban planning, infrastructure development, housing, public finance, and public administration. He currently serves as the Chief Executive Officer of Pakistan Infrastructure Development Company Limited (PIDCL).
A qualified Town Planner, he holds a Bachelor’s degree in City & Regional Planning from UET Lahore and a Master’s degree in Public Finance from the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan. During his distinguished career, he has held senior leadership positions in the Ministry of Housing & Works, Capital Development Authority (CDA), National Construction Limited (NCL), NAPHDA, FGEHA, and the Federal Board of Revenue (FBR).
As CEO of PIDCL, he is leading the Company’s transformation into a national infrastructure organization, strengthening institutional capacity, and delivering sustainable infrastructure, housing, and urban development projects across Pakistan.
